What comes first? - Talent - be it in crafting, cleaning, organizing, business, etc... Talent and a desire to share that with others always comes first. Then you start thinking about how to get it out into the big wide world.
A business plan is a great way to get all your thoughts and inspirations out onto paper (so you don't forget something important!). Some great resources I have found for this are The Business Coach for Moms and MomBizCoach.
Register for a Business Name - can be done on your own, print off a DBA or LLC form at your local Secretary of States website. There is also a lot of information on choosing a business structure, licenses and permits, Federal Tax ID, state revenue, and starting a business at CorpNet - they offer services in filing these forms for you for a price, but there is a lot of free information that is very helpful too!
There are a lot of legal things you need to be sure to do if you are seriously running a business, there is a great article on this called "End of the Year Legal Checklist for Busy Mompreneurs" on mombizcoach.com.
